Thai rivals mull compromise offer to end political crisis

BANGKOK (AFP) - Thailand's red-shirted protesters and the embattled government on Saturday deliberated over the first steps towards a peaceful solution to their long-running deadlock.

The world community has urged both sides on Thailand's political divide to find a compromise, after two bouts of clashes this month that have left 26 dead and hundreds injured including demonstrators and security forces.

As fears grew of a crackdown to close down a vast "Red Shirts" encampment in the heart of Bangkok, and end weeks of crippling street rallies, the army chief said Friday that the use of force was no solution to the crisis.

"The best thing is to create understanding among the people. The army's job now is to take care of the people, and not allow Thais to attack each other," General Anupong Paojinda told a meeting of military top brass.

The Reds, who had been seeking snap elections to replace a government they condemn as illegitimate, shortly after softened their demands and said they would accept a dissolution of parliament in 30 days.

Prime Minister Abhisit Vejjajiva, who came to power in a 2008 parliamentary vote after a court removed allies of ex-premier Thaksin Shinawatra who was ousted in a coup, was noncommittal on the Reds' offer.

"I am determined to solve the problem," he told reporters late Friday, adding that a political solution could not be reached amid threats and intimidation.

Abhisit, who has been holed up in a military barracks since last month because of the protests, added: "I have a duty to solve the problem. If I can't I should not be here."

Red Shirt leaders on Saturday calmed their supporters, some of whom were angry over the concessions.

"The new proposal does not mean we are retreating, in political terms we are on the offensive because otherwise the international community will put pressure on us," Jaran Ditsatapichai said.

"If we shut down the door for negotiation it will be bad for us," he said, adding that foreign diplomats who met with the Reds on Friday had urged them to find a solution to avoid a looming crackdown.

Jaran said the military was reluctant to disperse the rally -- a manoeuvre that would likely cause huge casualties -- and that a crackdown would be shelved during the current negotiating phase.

Other Reds leaders were irritated over Abhisit's response to their proposal, and said they would continue calling in supporters from their stronghold in the country's impoverished and rural north.

"Don't insult our Red Shirts' olive branch, we offered a compromise to avoid further loss of people's lives," Kwanchai Praipana said at the protest camp that has paralysed Thailand's main retail district for three weeks.

"We can fight for one more year, don't underestimate us, we will have more people willing to come and join us at this rally site," he said.

Abhisit condemned fresh violence on Thursday that saw a series of grenade blasts tear through a pro-government rally, saying the attacks, which left one dead and scores injured, "aimed to kill ordinary people".

Tensions have been high since April 10 clashes, sparked by a failed attempt to dislodge protesters from their original rally base in Bangkok's historic district, which triggered clashes that killed 25 and injured 800.

The deepening crisis, and earlier warnings from the army that protesters could face live weapons fire in any new clashes, triggered alarm at the United Nations and among foreign governments.

Many nations have issued urgent calls for restraint and warned their citizens to stay away from the protests or avoid Bangkok altogether.

Thai police sought Friday to push the Red Shirts from a confrontation zone on the edge of the financial district where they have clashed with hardline pro-government mobs.

The Reds stepped back but kept in place a fortified barricade made of truck tyres, sharpened bamboo staves and plastic sheeting doused with fuel, which forms the front line of their vast encampment.

The Reds, drawn from the ranks of the rural poor as well as the urban working class, mostly support Thaksin who now lives overseas to avoid a jail sentence for corruption.

PAYERNE, Switzerland (Reuters) - A solar-powered airplane designed to fly day and night without fuel or emissions successfully made its first test flight above the Swiss countryside on Wednesday.

The Solar Impulse, which has 12,000 solar cells built into its wings, is a prototype for an aircraft intended to fly around the world without fuel in 2012.

It glided for 87 minutes above western Switzerland at an altitude of 1,200 meters (3,937 feet) with German test pilot Markus Scherdel at the controls.

"Everything went as it should," Scherdel told Reuters Television at Payerne military base after landing.

It took six years to build the carbon fiber aircraft, which has the wingspan of an Airbus A340 and weighs as much as a mid-size car (1,600 kg).

The prototype made a "flea hop" in December 2009, flying a distance of 350 meters one meter above the runway of a military airbase near Zurich. It was then transported to Payerne airfield in the west of Switzerland for its maiden flight.

The propeller plane is powered by four electric motors and designed to fly day and night by saving energy from its solar cells in high-performance batteries.

It is ultimately expected to attain an average flying speed of 70 kms per hour and reach a maximum altitude of 8,500 meters (27,900 feet).

Bertrand Piccard, one of the Swiss pilots behind the project, is best known for completing the first non-stop, round-the-world flight in a hot-air balloon in March 1999.

The other main pilot, Swiss engineer Andre Borschberg, has described it as "ten times lighter than the very best glider."

"Such a large wingspan for so little weight is something completely new in the world of aviation," he said on the initiative's website www.solarimpulse.com.

The project's budget is 100 million Swiss francs ($94 million), 80 million francs of which has been secured from sponsors, according to spokeswoman Rachel de Bros.

Belgian chemicals company Solvay, Swiss watchmaker Omega, part of the Swatch group, and German banking giant Deutsche Bank, are the three main sponsors.

Ecole Polytechnique Federale de Lausanne (EPFL), one of two Swiss federal polytechnical universities, is scientific advisor.

BANGALORE, India (Reuters) - Police have arrested a Hindu holy man with thousands of followers across India and abroad after video footage emerged last month allegedly showing him frolicking with two women.

Nithyananda Swami, whose devotees include politicians and movie stars, was arrested in the resort town of Shimla in northern India late Wednesday, police said Thursday.

Swami, head of Dhyanapeetam, or "knowledge centre," was forced to resign last month after the video that was allegedly shot in his centre outside the southern city of Bangalore.

The leaked video aired by news channels angered hundreds of devotees who ransacked his centre and tore down his posters, forcing him to go into hiding.

"He will be brought to Bangalore for further investigations," D.V. Guruprasad, an officer of the Criminal Investigation Department said.

The 32-year-old, who denied any links to the women and said the tapes were doctored, is being investigated for rape, cheating and criminal conspiracy, police said.

The last few months have been bad for India's self-styled holy men with police arresting a swami for running a brothel involving air stewardesses and college students, while charging another with kidnapping a minor.

Nithyananda Swami has spiritual centres in Europe and the United States and Dhyanapeetam runs free medical centres and supplies food to the poor.

BANGKOK (AFP) - Thai emergency services and the health ministry said Friday that one person was killed in grenade blasts that hit Bangkok's business district.

A Thai deputy prime minister put the death toll at three shortly after the five explosions which hit late Thursday, tearing through a pro-government crowd facing off against "Red Shirts" anti-government campaigners.

The Bangkok Emergency Medical Service said however that a 26-year-old Thai woman was the only confirmed fatality, and that 85 were injured included three foreigners from Australia, Indonesia and the United States.

"As of now we can confirm that one person is dead. We cannot find the other two people reported dead, after checking with hospitals," an official at the centre told AFP.

The public health ministry also said that one person was killed but put the number of injured at 78. It said that four foreigners were among those hurt, including one Japanese.

It said in a statement that of those injured, 30 were still hospitalised and two were in a critical condition in intensive care units.

Australian's foreign affairs department confirmed that 26-year-old Australian Benjamin Rowse had been hospitalised with minor injuries after being wounded in one of the grenade blasts that hit an elevated railway station.

The US embassy confirmed one of its citizens was injured but could not give further details.

Japan's embassy was not immediately able to comment on whether any of its citizens were injured.

The blasts came after weeks of rolling demonstrations in the capital, staged by the Red Shirts, who are demanding snap
elections to replace a government they say is undemocratic and came to power illegitimately.

NEW YORK (Reuters Health) - Traffic-related air pollution may be linked to a higher death rate among people who initially survived strokes, hint study findings from the United Kingdom.

Of 3320 men and women who lived in a specific south London region and had a first stroke between 1995 and 2005, Dr. Ravi Maheswaran, at the University of Sheffield, and colleagues found more deaths among those exposed to higher estimated traffic-related pollution over more than a decade.

Maheswaran's team used 2002 estimates of two common traffic pollutants -- nitrogen dioxide and small, inhalable particles called particulate matter -- linked to breathing difficulties and other health problems.

Their report, in the journal Stroke, shows risk of dying increased 28 percent when nitrogen dioxide levels rose by just 10 micrograms per 3 square meters of air. A likewise increase in particulate matter increased death risk by 52 percent, they report.

All of the areas were typical of London. The low-pollution areas typically did not have major roads running through them. The higher pollution areas had levels of nitrogen dioxide that the U.S. Environmental Protection Agency consider the U.S. average.

The researchers report more deaths in the higher polluted neighborhoods - 975 of 1659 patients, or about 59 percent, in high nitrogen dioxide neighborhoods and 967 of 1658 patients, or about 58 percent, in high particulate matter areas.

That compared to 881 of 1661 patients, or about 53 percent, in an area less polluted by high nitrogen dioxide, and 889 of 1662 patients, or about 53 percent, in an area less polluted by high particulate matter.

Risk for death remained higher with greater air pollution exposure after the investigators took into account a number of other factors associated with stroke death including age, gender, ethnicity, smoking and alcohol use, high blood pressure, heart disease, and diabetes.

If future investigations show air pollution causes death among stroke patients, a 10 microgram reduction in nitrogen dioxide exposure - about a 10 percent decrease from the average in the highest pollution areas -- "would be associated with a 22 percent decrease in mortality after stroke," Maheswaran and colleagues write.

It's unclear why stroke patients may be more vulnerable to the long-term effects of air pollution, notes Dr. Jiu-Chiuan Chen, at the University of Southern California Keck School of Medicine, in Los Angeles, in a related editorial. However, some studies have linked living near high levels of traffic pollution to clogged arteries.

KUALA LUMPUR (AFP) - Wildlife researchers said Thursday they have discovered 123 new species on Borneo island, including a lungless frog, the world's longest insect and a slug that fires "love darts" at its mate.

Conservation group WWF listed the new finds in a report on a remote area of dense, tropical rainforest that borders Malaysia, Indonesia and Brunei on Borneo.

The three governments in 2007 designated the 220,000-square-kilometre (88,000-square-mile) area as the "Heart of Borneo" in a bid to conserve the rainforest.

"We have been finding on average three new species a month and about 123 over the last three years, with at least 600 new species found in the last 15 years," Adam Tomasek, head of WWF's Heart of Borneo initiative told AFP from Brunei.

"The new discoveries just show the wealth of biodiversity on Borneo island and the promise of many more future discoveries that could eventually help cure illnesses like cancer and AIDS and contribute to our daily lives," he said.

The "Heart of Borneo" region is home to 10 species of primate, more than 350 birds, 150 reptiles and amphibians and about 10,000 plants that are not found anywhere else in the world, the report said.

Among the finds are a seven-centimetre (three-inch) flat-headed frog, known as the "Barbourula kalimantanensis", discovered in 2008 and which breathes entirely through its skin instead of lungs.

Researchers in the same year also dscovered "Phobaeticus chani", the world's longest stick insect with a body 36 centimetres long. Only three specimens of the creature have ever been found.

Another interesting find was a long-tailed slug that uses "love darts" made of calcium carbonate to pierce and inject a hormone into a mate to increase the chances of reproduction.

"We know that it is impossible for the three governments not to have development in mining, oil palm plantations and logging in the area," Tomasek said.

"What we want to have is a balance so that we have a foundation of conservation and sustainable development in order to protect this unique site for future generations," he added.

BANGKOK (AFP) – Thai security forces surrounded a hotel Friday where leaders of the "Red Shirt" protest movement were holed up, but failed to make any arrests after the suspects fled, officials said.

Television footage showed one of the protest leaders climbing down a rope to escape from the SC Park Hotel as Red Shirt demonstrators massed outside.

Special forces surrounded the building, where "terrorists" and leaders of the red-clad protest movement were hiding, Deputy Prime Minister Suthep Thaugsuban announced in a nationally televised address.

One Red Shirt leader, Arisman Pongruangrong, was seen descending a rope to leave the hotel in Bangkok's northern outskirts and the movement said all its leaders had managed to escape.

A government spokesman admitted that the operation was "unsuccessful."

Arisman, who led the protesters' storming of parliament earlier this month, told supporters by megaphone he had escaped an assassination attempt.

"He wanted to kill me. The policeman tried to kill me," Arisman told the assembled Red Shirts amid chaotic scenes outside the hotel.

The authorities, meanwhile, urged thousands of protesters massed in the commercial district to leave the area, warning that they were ready to take "decisive measures" following the worst civil violence in almost two decades.

"Innocent people should leave the protests because the authorities have to take decisive measures against terrorists," Suthep said.
Red Shirts later gathered outside the hotel, scuffling with riot police who were guarding the building.

"If today is the end, we're ready," Reds leader Nattawut Saikuar said from the rally stage in the commercial hub, urging protesters to go to the hotel.

The hotel is believed to be owned by fugitive former premier Thaksin Shinawatra, political icon of the red-clad protest movement that has been rallying for more than a month in Bangkok to demand immediate elections.

Arrest warrants have also been issued for leaders of the Red Shirt protesters, some of whom stormed parliament earlier this month.

The Reds charge that the government is illegitimate because it came to power in 2008 after a court ousted Thaksin's allies from power.

Prime Minister Abhisit Vejjajiva has blamed "terrorists" for inciting last weekend's violent street clashes, which left at least 23 people dead and more than 800 wounded.

Saturday's clashes erupted as the army tried unsuccessfully to clear an area in Bangkok's old city, sparking street battles involving soldiers, red-clad protesters and unidentified gunmen described as "terrorists" by the government.

The Reds have challenged the government's assertion that there were M16 and AK47 assault rifles among the protesters.

The army has said live shots were fired only in the air or by troops providing cover for soldiers who were themselves under fire.

The authorities have said they will not try to put down peaceful rallies but have urged the Reds to leave the commercial district, where they have disrupted traffic and caused major shopping centres to close.

Leaders of the red-clad movement have said there is no point in further talks, demanding immediate elections.

Negotiations last month between the two sides ended in stalemate after the Reds rejected the government's offer to hold polls at the end of the year.

The government, which imposed a state of emergency in Bangkok and surrounding areas a week ago, has accused Thaksin of stoking the unrest.

Eighteen civilians, including a Japanese cameraman, and five soldiers were killed in the clashes, with more than 800 injured, according to the Erawan emergency centre.

TOKYO (AFP) - Police in Japan plan to launch a probe into the shooting death of a Japanese journalist during bloody weekend clashes between soldiers and protesters in Thailand, a report said Monday.

Police will work with Thai counterparts to investigate how Hiro Muramoto, a 43-year-old TV cameraman with Thomson Reuters, was shot in the chest during the Bangkok unrest, Kyodo News said, citing unnamed police sources.

They also plan to conduct a separate autopsy on Muramoto in Japan, after the Thai authorities examined his body Monday, the report said.

Muramoto, who arrived in Bangkok on Thursday to cover the month-old protests, was shot late on Saturday while covering clashes in the historic part of the city and was later declared dead at a local hospital.

Japan's top government spokesman Hirofumi Hirano on Monday said only that police were studying whether Muramoto's death should be considered a crime committed against a Japanese national abroad.

"Police are currently gathering information with the foreign ministry to make the decision," said Hirano, the chief cabinet secretary.

The family of the cameraman arrived Sunday in Bangkok, where his wife said she was "bewildered" at the tragic turn of events.

"He was the best husband and father. I am very sorry that he couldn't come home with that smile," she said in a statement.

The Foreign Correspondents' Club of Japan in a condolence message said it was "deeply saddened by the news of the tragic death of a fellow journalist" and called on Thailand to investigate who shot Muramoto.

Both soldiers and protesters have accused each other of using live rounds in the weekend clashes that left 21 people dead and more than 800 injured.

The Thai government denied troops had opened fire on protesters with live rounds. The army said some soldiers fired live ammunition into the air to try to disperse demonstrators while others used blanks and rubber bullets.

Japan has urged its citizens in Thailand to stay away from protest areas and avoid wearing red, the colour of the anti-government demonstrators.

"If the protests spread into wider areas, you are advised to refrain from going outside unless it is absolutely necessary," the notice said.

In 2007 a Japanese freelance video journalist was shot dead in neighbouring Myanmar while he covered the regime's bloody crackdown on demonstrations.

Japan dispatched investigators to Yangon and cancelled nearly five million dollars in aid to protest the junta's crackdown and the journalist's death.

BANGKOK (AFP) - The Thai government on Monday played down speculation it was ready to hold elections in October to defuse a tense stand-off with protesters that descended into deadly violence at the weekend.

"There was no talk of elections in October yet," government spokesman Panitan Wattanayagorn told AFP.

Local media reported Monday that the government could offer to dissolve parliament in six months in a bid to resolve the crisis, after the country's worst political violence in 18 years left 21 people dead and over 800 injured.

Abhisit offered last month to hold elections by the end of 2010 -- one year ahead of schedule -- to end the stand-off with "Red Shirt" protesters, but their leaders rejected the offer.

The demonstrators insist they want Abhisit to step down and leave the country and say there is no point in further negotiations.

"There will be no talks with the government. We will not talk with killers," said Reds leader Jatuporn Prompan. "What else is there to talk about?"

Thousands of Reds, who accuse the government of being elitist and undemocratic, have been staging demonstrations for weeks that have dealt a heavy blow to the country's vital tourist sector.

BANGKOK 2010 (AFP) - Tensions remained high on the bloodstained streets of Bangkok on Monday after the country's worst political violence in almost two decades left 21 dead and over 800 injured.

Protest leaders have promised to maintain their campaign until the government dissolves parliament and calls fresh elections despite the deaths of seventeen civilians and four soldiers in Saturday's clashes.

The Red Shirt protesters, supporters of fugitive ex-premier Thaksin Shinawatra, maintain they want Prime Minister Abhisit Vejjajiva to step down and leave the country.

"Abhisit must leave Thailand," Reds leader Veera Musikapong told supporters on Sunday. "We ask all government officials to stop serving this government."

Thousands of protesters remained on the streets at the two main protest sites on Sunday.

On Sunday evening Reds gathered to mourn the loss of their comrades at the city's Democracy Monument -- the scene of a fierce battle on Saturday -- where grieving relatives led a procession holding gold-framed pictures of the dead.

They were followed by weeping men carrying caskets, a couple containing bodies draped with Thai flags and flowers.

It is the latest chapter in years of turmoil pitting the ruling elite against the mainly poor and rural Reds, who say the government is illegitimate as it came to power in 2008 after a court ousted Thaksin's allies from power.

Saturday's violence erupted when troops tried to clear one of two sites in the centre of the capital occupied by the protesters for the past month.

Soldiers fired in the air and used tear gas while the Reds responded by hurling rocks.

As the clashes intensified gunshots echoed around the city and both sides accused the other of using live ammunition. Emergency services said two protesters were killed by gunshot wounds to the head.

The army later retreated, calling for a truce with the demonstrators, who were holding five soldiers hostage.

The government said an investigation had been launched into the violence and that negotiations were under way to bring about a resolution to the stand-off without further unrest.

The protesters called on the country's revered King Bhumibol Adulyadej to intervene to prevent further bloodshed.

Tensions briefly escalated again late Sunday as around 200 Reds drove motorcycles to a nearby bridge, on apparently unfounded rumours that the army was approaching.

Thai flags, red roses and incense sticks were placed on pools of blood where protesters were killed or wounded in the Khaosan Road backpacker district, a few yards from a number of ruined cars with their windows smashed in.
